Competition in Bus Transport
Progression as a constant goal

The route combination concept of the authorities in the VRM area involves the harmonisation of concession terms and creates a settled competition calendar. Further, according to the concept, the authorities will, in principle benefit from the economic viability of the routes (combination).
The award procedure in Bus Transport will be carried out on the basis of the Public Transport Act (PBefG) and the EU-Directive 1370/2007 or pursuant to VOL/A.
The competition in Bus Transport in the VRM area is characterised by a permit competition between independent commercial applications, alternatively an invitation to tender competition. Should no transport companies be willing to provide the required services without payment, i.e. without public service contract as defined by article 3 paragraph 1 of the Act (EG) no 1370/2007, an award procedure is initiated.
At this point the Rhine and Moselle Transport Association will publish a Public Preliminary Notice pursuant to the VO (EG) No 1370/2007 and the Public Transport Act for Bus travel services in the VRM area. At the application period attention is directed to § 12 paragraph 6 of the PBefG.
